All contracts for the demolition and construction of the Badlands Activities Center (BAC) must follow the North Dakota Century Code. In the case of the BAC, this means that:
- Dickinson State University must advertise for bids because the cost of the project exceeds $100,000;
- The bidder must be licensed for the full amount of the bid;
- The university must accept the bid from the “lowest responsible bidder.“ The bidder’s past experience, financial state, past work with the university and other factors are taken into account.
- “Contractor” is any person (or company) with a license who enters into a contract with the university.
